Grants are the principal mechanism by which FEMA accomplishes its mission--supporting our citizens and first responders to ensure that as a nation we work together to build, sustain, and improve our capability to prepare for, protect against, respond to, recover from, and mitigate all hazards. A large majority of FEMA’s total spending comes through grants—approximately 73 percent on average from FY 2010 to FY 2015. FEMA provided over $55 billion in grant funding during that timeframe.
