Bullett has been selected to serve as FEMA Region 6’s Acting Deputy Regional Administrator. Prior to his selection as the Dep RA, Bullett served as the FEMA Region 6 Response Division Director. He was selected as the Response Division Director in August 2019. Prior to this position, he also served as the Deputy Division Director and Incident Management Assistance Team Leaders for one of the Regions two rapid deployable Incident Management Assistance Teams. His first assignment with FEMA was as the Operations Branch Chief, Response Division.
He is a former Army officer who received his commission through Army ROTC at Jackson State University, Jackson Mississippi where he graduated with highest military honors in 1980 with a degree in Management.
Col. Bullett Young last assignment before retiring on 1 June 2010 was the Defense Coordinating Officer for Region VI. As the Secretary of Defense representative, he was directly responsible for the day-to-day planning, operations and employment of Department of Defense forces to an area hit by man-made or natural disaster or areas attacked by terrorist.
Col. Young has served as a Tactical Security Platoon Leader, Basic Officers Course Tactical Officer, Drug Suppression Officer, Operations Officer, Instructor, and Commanding Officers of various units. He is a rated helicopter pilot and has flown UH-1Hs Huey’s, OH-58s Scouts, AH-1s Cobra Gunships, UH-60s Blackhawks, and VH-60 Presidential Blackhawks.
Col. Young has fought in Grenada, Beirut Lebanon, Desert Storm, and Somalia. He has two additional tours in Iraq. He has served extensively in the Middle East and Europe in places such as Germany, France, Syria, Lebanon, Israel, Jordan, Cyprus, Turkey and Iraq. He has commanded at all levels from Brigade down to Platoon. During one of his command tours, his helicopter unit was given the honor of supporting the 50th Anniversary of the D-Day Invasion in France. During this event Col. Young took command of all Distinguished Visitor rotary wing airlift support provided to visiting heads of state, distinguished military visitors, and senior diplomatic and congressional personnel from over 18 countries. He commanded the VIP Executive Flight Battalion responsible for flying the Vice President, Secretary of Defense, Senior member of Congress and other top officials as well as foreign heads of state. He has served with units such as the 7th Infantry Division, 1st Infantry Division, 10th Mountain Division (Light), 12th Aviation Brigade, 11th Aviation Brigade, 87th Division (TS), FORCES Command and the Joint Staff.
Col. Young is a distinguished graduate of the Air War College at Maxwell AFB and the Joint Forces Staff College, Norfolk VA. He holds two master’s degrees in Business Administration and International Studies.
Col. Young decorations include the Legion of Merit Medal (with 3 OLC), National Defense Service Medal, Humanitarian Service Medal, Joint Meritorious Service Medal, Army Meritorious Medal (5 OLC), Army Commendation Medal (3 OLC), Army Achievement Medal (3 OLC), Volunteer Recognition Medal, and the Expeditionary Medal (2 OLC). Col. Young is married to the former Reta Mosley. They have four children: Damian, Saphronia, Demetrius (USMC) and Skye.
