Farm Service Agency
The U.S. Department of Agriculture’s Farm Service Agency (FSA) may be able to provide financial assistance to farmers and ranchers who suffered loss or damage as a result of the SR 530 Slide and related flooding.
In addition, indemnity payments may be available as a result of 2014 Farm Bill disaster relief programs.
Producers have eight months from the time a major disaster is presidentially declared to apply for emergency loans.
Emergency loans are low-interest loans, which may be used to restore or replace essential agricultural property, pay all or part of production costs associated with the disaster year, pay essential family living expenses, reorganize the farming operation, and refinance certain debts. Producers can borrow up to 100 percent of actual production or physical losses, to a maximum amount of $500,000.
The Livestock Indemnity Program (LIP) may provide compensation to eligible livestock producers who lost livestock due to the slide and flooding. Eligible livestock include: beef and dairy cattle, bison, poultry, sheep, swine and horses that are part of a farm operation.
Producers who lost feed or the use of grazing lands for their livestock may be compensated under the Emergency Assistance for Livestock, Honey Bees and Farm-Raised Fish Program (ELAP). This program may help honeybee producers recoup a portion of their losses also.
Tree Assistance Program (TAP)
The Farm Service Agency also has a Tree Assistance Program (TAP) program which provides financial assistance to qualifying orchardists and nursery tree growers impacted by disaster. Funding covers qualifying costs to replant or rehabilitate eligible trees. Nursery trees include ornamental, fruit, nut and Christmas trees produced for commercial sale. Trees used for pulp or timber are ineligible. Producers must have incurred losses in excess of 15 percent of their normal tree mortality.
Helpful documentation includes the specific location of the farm damage, type of damage, what was affected by the disaster and its estimated percent of loss. Farmers and ranchers are encouraged to take pictures of significant damage.
