Katherine Fox is the Director of FEMA’s National Preparedness Assessment Division, focusing on a range of analytic efforts to evaluate the Nation’s preparedness posture, such as publishing the annual National Preparedness Report; evaluating state preparedness capabilities through the Threat and Hazard Identification and Risk Assessment (THIRA) and State Preparedness Reports (SPR); and supporting FEMA’s Continuous Improvement Program. Ms. Fox recently completed a 10-month detail as the Acting Assistant Administrator for FEMA’s National Preparedness Directorate. In this capacity, she set NPD’s strategic priorities to build and validate national preparedness capabilities through national risk analysis, train over 2 million first responders annually, conduct over 100 exercises, and provide research on individual and community preparedness actions. Subsequently, she supported 2017 hurricane recovery efforts on a 5-month detail to FEMA’s Recovery Directorate and the Hurricane Harvey Joint Field Office in Austin, Texas.
Prior to joining NPD, Ms. Fox served in FEMA’s Office of Policy and Program Analysis as the Deputy Associate Administrator for management and performance improvement efforts. She was the agency’s Performance Improvement Officer, with responsibility for providing analysis, coordination, and decision support on a wide range of FEMA policies, strategy, programs, and key initiatives.
Ms. Fox previously served in several positions in FEMA’s Recovery Directorate, including two different branch chief roles in Individual Assistance Division, as the Senior Policy Advisor for the Recovery Directorate, and temporarily served on a 6-month detail as the Acting Deputy Assistant Administrator for Recovery. Prior to joining FEMA in 2008, Ms. Fox worked at the White House Office of Management and Budget as the FEMA resource analyst in the aftermath of Hurricane Katrina.
Ms. Fox holds a Master of Public Policy degree from the Harvard Kennedy School and a BA degree in History from Oglethorpe University. She lives in Takoma Park, MD, with her husband and son.
