Region 1 Deputy Administrator

Jarrett W. Devine was selected to serve as the Deputy Regional Administrator for FEMA Region 1 in December 2023, supporting Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island, Vermont, and ten federally recognized Tribal Nations. Prior to his current role, Jarrett served as the Response Division Director for Region 1

Jarrett has been instrumental in leading and coordinating federal response support during presidentially declared emergencies. His proactive approach has forged stronger ties between FEMA and various stakeholders, including state, tribal, federal, private, and non-profit partners, making disaster response operations more effective.

Jarrett started his journey with FEMA in 2001 as a reservist in the Logistics Cadre and became the Logistics Section Chief for the Region 1 Incident Management Assistance Team in 2010. Before FEMA, he held positions as a Lieutenant at the East Providence Fire Department, an Adjunct Instructor in the Community College of Rhode Island's Emergency Management Program, and as an independent consultant in emergency management.

With an impressive track record in disaster response, Jarrett has been a pivotal figure in over 50 presidentially declared disasters nationwide. He's held leadership roles in significant events, from managing logistics during the 2004 Hurricane Season in Florida and post-Hurricane Katrina operations in New Orleans, to leading communication restoration efforts in Puerto Rico after Hurricane Maria. Notably, he also spearheaded the federal response to the COVID-19 pandemic in New England for over two years.

Jarrett earned his Bachelor's in Human Services with an Emergency Management concentration from Thomas Edison State College, New Jersey, and a Master's in Emergency Management from the Massachusetts Maritime Academy.
