Acting Associate Administrator

Ms. Stephanie Dobitsch serves as the Acting Associate Administrator for Policy, Program Analysis, and International Affairs (OPPA). Ms. Dobitsch previously served as FEMA’s Acting Deputy Associate Administrator for Resilience and Deputy Associate Administrator for OPPA.

Prior to joining FEMA, Ms. Dobitsch served as the Deputy Under Secretary for the Office of Intelligence and Analysis in the Department of Homeland Security. In this capacity, she oversaw the development and delivery of high-quality intelligence tailored to meet the needs of homeland security stakeholders. Ms. Dobitsch has decades of experience working national security issues, serving in a variety of intelligence roles in support of multiple departments and agencies. 

Ms. Dobitsch received her Bachelor of Science in International Studies from the University of Scranton and her Master of Business Administration from Georgetown University.
