Mr. Gerard Michael Stolar is a member of the Senior Executive Service and was appointed in May 2025 as Acting Deputy Regional Administrator for the Department of Homeland Security, Federal Emergency Management Agency Region 6 office located in Denton, Texas. In this capacity Mr. Stolar assists in directing and leading FEMA’s efforts in the states of Arkansas, Louisiana, New Mexico, Oklahoma, Texas and 68 federally recognized tribal nations.
Mr. Stolar joined FEMA in 2008 after serving for 27 years in the United States Marine Corps. Before becoming Deputy Regional Administrator, Mr. Stolar served as a Federal Coordinating Officer (FCO) and Team Lead for National Incident Management Assistance Team White. In this capacity he served as the personal representative of the President and Secretary for Department of Homeland Security and orchestrated all Federal resources and programs to support state and tribal governments and their representatives during periods of crisis.
Mr. Stolar has served as FCO on 17 presidentially declared major disasters and numerous emergency disaster declarations including the historic Hermit’s Peak/Calf Canyon wildfire in New Mexico. In 2024 Mr. Stolar deployed with NIMAT White to North Carolina where he served as the Deputy FCO for the federal government’s response to Tropical Storm Helene.
Special assignments with FEMA have included Branch Director in southeast Texas after Hurricane Ike, Acting Mission Support Division Director at FEMA Region 6, Branch Director in Texas following Hurricane Harvey, senior FEMA liaison to the Mayor of Lake Charles during Hurricanes Laura and Delta, and senior FEMA liaison to the Mayor of New Orleans during Hurricane Ida.
Mr. Stolar holds a bachelor’s degree in psychology from Allegheny College in Meadville, Pennsylvania, and is a Distinguished Graduate with a master’s degree in military science from the U.S. Marine Corps Command and Staff College.
