Chief of Staff
Mr. Jay Scallan is serving as FEMA’s Chief of Staff. He previously served in the Department of Homeland Security’s Science and Technology Directorate, U.S. Customs and Border Protection (CBP), and Countering Weapons of Mass Destruction (CWMD). He spent 5 years working at the Intelligence Advanced Research Projects Activity (IARPA) under the Office of the Director of National Intelligence. He brings 25 years of experience in a variety of roles, with expertise in program management, biometrics, CBRN/CWMD, and technology transition. Mr. Scallan is an enlisted United States Navy veteran, a native Washingtonian, and graduate of Gonzaga College High School.
