Mr. Josh Dozor was appointed as Deputy Assistant Administrator (DAA) for FEMA’s Response Directorate in June, 2018. As the DAA, Mr. Dozor helps lead an organization that provides the core, coordinated Federal operational response capabilities needed to save and sustain lives, minimize suffering, and protect property in a timely and effective manner. Mr. Dozor also functions as Chief of the National Response Coordination Staff team in the National Response Coordination Center.
Prior to his appointment, Mr. Dozor served for five years as the Planning and Exercise Division Director within the FEMA Response Directorate where he oversaw FEMA’s lead coordination efforts for federal interagency operational planning at both the national and regional levels for all hazards; the National Hurricane Program; the national planning cadre; Geospatial Information System; and the FEMA Exercise Program.
Mr. Dozor has held several other positions within FEMA including Acting Associate Administrator for Policy and Program Analysis, Deputy Director of the FEMA Office of Regional Operations, Policy Branch Chief in the National Preparedness Directorate, and as Director of Transformation Management within the Office of Policy and Program Analysis.
Prior to his service at FEMA, he served as the Director of Preparedness Policy for the White House Homeland Security Council. In this capacity, he developed and coordinated the Administration’s policies and programs related to homeland security preparedness assistance, communications, planning, and doctrine.
Mr. Dozor began his government service with the Subcommittee on Emergency Preparedness, Science and Technology within the House of Representatives Majority Committee on Homeland Security. In addition, he served with former Congressman Curt Weldon from Pennsylvania, where he was responsible for the operations of the Congressional Fire Services and Homeland Security Caucuses.
Josh is a graduate of both the Masters and Undergraduate programs at the Pennsylvania State University; as well as from the Widener University School of Law. Josh was admitted to practice law in Pennsylvania and New Jersey. He lives and sails near Annapolis with his wife Trish and children Jacob and Kiera.
