Jeffery Afman currently serves as the Director for the Office of Counterterrorism and Security Preparedness (OCSP) in Resilience. In this role, he serves as FEMA’s central coordination point for all programs that support first responder and intelligence community partners, as well as threat prevention and protection activities in the Homeland Security community. He provides high-level counsel to FEMA’s senior leadership on a broad range of prevention, protection, grant program and policy issues and has oversight on a host of threat prevention and protection-related programs, functioning as a lead integrator in support of national preparedness efforts in partnership with FEMA Regional components. Mr. Afman joined FEMA in 2010.
Prior to joining FEMA, Mr. Afman served as the Director of the Current Intelligence Division within the Department of Homeland Security’s (DHS) Office of Intelligence & Analysis, where he managed the Department’s 24/7 Intelligence analytical personnel in the daily production and triage of raw intelligence data to support predictive analysis of potential homegrown terrorist threats, foreign actor threats, criminal threats and hostile activities against the Homeland. He was responsible for the daily presentation of sensitive intelligence information to high-level officials within the department, to include the DHS Secretary. He was responsible for leading several multi-DHS Component Task Forces in the development of policy and guidance for planning and implementing program requirements to ensure proper alignment with the Department’s intelligence strategic plan and goals. Mr. Afman also led several senior steering groups charged to develop recommendations for complex analytical approaches to solve gaps in intelligence information in identifying foreign terror organizations tactics and techniques.
Mr. Afman is a retired Marine Corps Officer, having served in numerous U.S. and OCONUS assignments in the span of his 23-year career.
