Applying for Disaster Assistance

Homeowners, renters, and business owners in Aiken, Barnwell, Berkeley, Colleton, Hampton, Marlboro, Oconee, Orangeburg, and Pickens counties who suffered damage as a result of the severe storms, tornadoes, straight-line winds and flooding on April 12-13, may be eligible for disaster assistance.

Ways to Register:

Information You Will Need:

  • Social Security number
  • Address of the damaged home or apartment
  • Description of the damage
  • Information about insurance coverage
  • A current contact telephone number
  • An address where you can receive mail
  • Bank account and routing numbers for direct deposit of funds
  • Total household annual income

Remote Inspections

Due to the COVID-19 nationwide emergency and the need to protect the safety and health of all Americans; FEMA will conduct remote home inspections for disaster survivors until further notice.

What to Expect After Applying for FEMA Assistance

  • FEMA is fully committed to a whole of America response to fight the COVID-19 pandemic and protect the health and safety of the American people. Social distancing and eliminating unnecessary contact are key to help slow the virus’ spread and keep our most high-risk populations safe.
  • A remote inspection will be the primary form of inspection for applicants who are still pending an inspection.

Remote Inspection Process

  • Disaster survivors who applied and reported that they may not or cannot live at home due to damage will be contacted by FEMA to schedule a remote inspection.
  • FEMA inspectors will call applicants by phone. Applicants will answer questions about the type and extent of damage sustained.
  • Based on responses from the applicant and existing eligibility criteria, awards will be generated for Rental Assistance, Home Repair Assistance, Replacement Assistance, Other Needs Assistance (ONA) for Personal Property Assistance, and Assistance for Miscellaneous Items based on existing line items.
  • This interim policy will help protect the health and safety of the American people while also ensuring that eligible disaster survivors receive assistance from FEMA.

U.S. Small Business Administration

Business owners, private nonprofit organizations, homeowners and renters may be eligible for low- interest disaster loans from the U.S. Small Business Administration (SBA) to help recover from losses not covered by insurance, grants or other services.

After you apply for disaster assistance from FEMA, you may be referred to SBA. If you receive an SBA disaster loan application, fill it out and return it. If your application is approved, you are not obligated to accept the loan. But failure to return the application may disqualify you from other possible FEMA assistance, such as disaster-related car repairs, clothing, household items and other expenses.

Beware of Fraud and Scams

When a disaster strikes, unscrupulous people may try to take advantage of survivors by posing as official disaster aid workers or even as relatives trying to help survivors complete their applications.

Survivors should keep in mind:

  • Federal and state workers never ask for or accept money
  • There is NO FEE required to apply for or to get disaster assistance from FEMA, the U.S. Small Business Administration or the state
  • Scam attempts can be made over the phone, by mail or email, text or in person

As home inspections have become remote, this may attract attention from scam artists as well. Remember these two important points:

  • FEMA Housing Inspectors will never ask for your nine-digit registration number. They already have it in their records.
  • FEMA Housing Inspectors will never require you to provide your banking or other personal information such as a Social Security number.

Price Gouging:
Price gouging occurs when a supplier marks up the price of an item more than is justified by his actual costs. Survivors are particularly susceptible because their needs are immediate and have few alternatives to choose from. If you find price gouging, contact your State's Office of the Attorney General.

Dealing with Contractors:
Survivors should take steps to protect themselves and avoid fraud when hiring contractors to clean property, remove debris or make repairs.

Simple rules to avoid becoming a victim of fraud:

  • Use licensed or verified local contractors backed by reliable references.
  • Do not pay more than half the costs of repairs in advance.
  • Demand that contractors detail the job to be done with guarantees in writing.

Charitable Giving Scams:
Donating money or supplies to the relief effort is another way to help survivors. Be alert to scams during an emergency. Learn more about donating.
