FEMA remains committed to protecting and supporting our families, schools, and businesses, and helping local, state, tribal, and territorial governments take action to save lives and protect public health and safety to end the pandemic. Funding under FEMA’s Public Assistance program includes COVID-19 testing. This funding is eligible under current FEMA policies and is available to local, state, tribal, and territorial governments and eligible nonprofits carrying out COVID-19 testing activities.

In March, 2020 COVID-19 arrived with a devastating impact to the residents, businesses and the collective health of New England. Thousands were left suddenly unemployed, hospitals were overwhelmed with critically ill patients, and businesses were forced to close with little notice. FEMA’s top priorities included shielding those most susceptible to COVID-19, decreasing community transmission, protecting those infected, preserving the healthcare system, sustaining supplies, and leading the Federal government support of state, tribal and local vaccination programs.

FEMA published a Temporary Final Rule (TFR) in the Federal Register on December 31, 2020. It allocates certain scarce critical medical and healthcare resources for domestic use to ensure domestic needs are met during the COVID-19 pandemic, and to ensure supplies of certain materials are not exported abroad inappropriately. The current TFR is in effect until June 30, 2021.

Funding under FEMA Public Assistance program includes community engagement and information dissemination to promote vaccination availability, scheduling, and accessibility, as well as reimbursement for activities to increase public confidence in and uptake of COVID-19 vaccines. This funding is eligible under current FEMA policies and is available to state, local, tribal, and territorial governments and eligible private and non-profit medical facilities carrying out vaccination administration activities.
