Fiscal Year 2023 Flood Mitigation Assistance Swift Current Notice of Funding Opportunity Summary

Funds will be made available to states, territories, and federally recognized tribal governments that receive a major disaster declaration following a flood-related disaster event and meet all other eligibility criteria. Swift Current is not available to all property owners and aims to provide flood mitigation funding for buildings with a current contract for flood insurance under the National Flood Insurance Program (NFIP) and a history of repetitive or substantial damage from flooding. This document provides an illustrative overview of the key steps in the Swift Current process.

Flood Mitigation Assistance Swift Current for National Flood Insurance Program Policyholders

Following a flood-related major disaster declaration, policyholders with repetitively and substantially flood damaged homes insured through the National Flood Insurance Program should consider learning more about the Flood Mitigation Assistance Swift Current funding opportunity. FEMA is making $300 million available to prioritize eligible projects including buyouts, structure elevations, and mitigation reconstruction for individual homes.

Key Differences in the Flood Mitigation Assistance Annual Grant Program and Swift Current Funding Opportunities

For fiscal year 2023, FEMA has two funding opportunities, one for Flood Mitigation Assistance and one Swift Current. Swift Current focuses on streamlining funding for Individual Flood Mitigation Projects after a major disaster declaration with flooding, whereas the competitive Flood Mitigation Assistance funding opportunity has a broader range of flood mitigation activities and projects. This document has a side-by-side comparison of the key distinctions between these two funding opportunities.

Fiscal Year 2023 Flood Mitigation Assistance Notice of Funding Opportunity Fact Sheet

FEMA will distribute up to $800 million in Flood Mitigation Assistance grant funding to help reduce or eliminate the risk of repetitive flood damage to buildings and structures insured under the National Flood Insurance Program (NFIP), and within NFIP-participating communities.

Creating a Benefitting Area Map for an Application or Subapplication for the Fiscal Year 2023 Grant Cycle

The following guidance is for subapplicants and applicants to create successful area maps for the Fiscal Year 2023 Building Resilient Infrastructure and Communities (BRIC) or Flood Mitigation Assistance grant programs submissions.

Cost-Effectiveness and Benefit-Cost Analysis Technical Assistance for Communities

FEMA is providing greater access to its Building Resilient Infrastructure and Communities (BRIC) and Flood Mitigation Assistance (FMA) grant programs for eligible communities by addressing one of the challenges identified by stakeholders—successfully completing a project Benefit-Cost Analysis (BCA).

Flood Mitigation Assistance Capability and Capacity Building Activities

This guidance provides information on Flood Mitigation Assistance’s Capability and Capacity Building (C&CB) Activities to help reduce or eliminate the risk of repetitive flood damage to buildings and structures insured under the National Flood Insurance Program (NFIP), and within NFIP participating communities.

Flood Mitigation Assistance Localized Flood Risk Reduction Projects

Flood Mitigation Assistance’s (FMA) Localized Flood Risk Reduction Projects help to reduce or eliminate the risk of repetitive flood damage to buildings and structures insured under the National Flood Insurance Program (NFIP), and within communities participating in the program.

Demonstrating Cost-Effectiveness for Projects Less than $1 Million

For the Fiscal Year (FY) 2023 BRIC and FMA grant cycles, subapplicants may submit a cost-effectiveness narrative, rather than a BCA, for projects costing less than $1 million. This Program Support Material provides instructions for how to complete a cost-effectiveness narrative needed for FEMA to validate the cost-effectiveness of the proposed project.

Flood Mitigation Assistance Individual Flood Mitigation Projects

Flood Mitigation Assistance’s Individual Flood Mitigation Assistance helps to reduce or eliminate the risk of repetitive flood damage to buildings and structures insured under the National Flood Insurance Program (NFIP), and within NFIP-participating communities.

Hazard Mitigation Activities under Building Resilient Infrastructure and Communities and Flood Mitigation Assistance May Incorporate Cybersecurity Activities

This Program Support Material (PSM) provides information about the hazard mitigation activities eligible under the Building Resilient Infrastructure and Communities (BRIC) and Flood Mitigation Assistance (FMA) grant programs, and how to incorporate cybersecurity activities for fiscal year (FY) 2023.

Submitting Phased Projects for Building Resilient Infrastructure and Communities or Flood Mitigation Assistance Funding

This Program Support Material (PSM) provides detailed information about phased projects eligible through the Building Resilient Infrastructure and Communities (BRIC) and Flood Mitigation Assistance (FMA) program. The information below includes an overview of phased projects, an explanation on how they differ from project scoping activities, background on the BRIC and FMA Notice of Funding Opportunity (NOFO) processes, and additional information for further reference.
