Deputy Assistant Administrator

Paul Judson currently serves as the Deputy Assistant Administrator for the Recovery Directorate. In this role, he supports the Assistant Administrator in leading a workforce of more than 8,500 employees who administer the Department of Homeland Security’s largest grant programs, including FEMA’s $35.8 billion Public Assistance Program and $2.5 billion Individual Assistance disaster programs. 

Prior to this assignment, Mr. Judson served as Deputy Associate Administrator of the Office of Policy and Program Analysis (OPPA) and as Division Director of OPPA’s Enterprise Resource Planning Division. In these roles, he supported leading FEMA’s strategic and resource planning, performance management, data analytics, policy, audit, and international affairs functions.

Since joining FEMA in 2009, Mr. Judson has also served in the agency’s Office of Regional Operations, National Preparedness Division, and National Response Coordination Center.
