CHICAGO – Through the Hazard Mitigation Grant Program (HMGP), FEMA has awarded the first phase of a $29.2 million flood mitigation project to Grosse Pointe, Mich. Severe storms, flooding and tornadoes devastated Grosse Pointe and many other Wayne County communities in 2021. Grosse Pointe will use FEMA funding to reduce the risk of future flooding through the construction of higher capacity storm sewers. The project includes water and sewer separation in a 177-acre area of the city. This initial $1.14 million will fund the project scope through design services, permitting and preparation of construction plans.
“FEMA’s Hazard Mitigation Grant Program enables communities like Grosse Pointe to implement critical mitigation measures to reduce or eliminate the risk of future disaster losses,” said Tom Sivak, regional administrator, FEMA Region 5. “This project is a perfect example of community-driven resilience and smart hazard mitigation planning to make Grosse Pointe safer and stronger for generations to come.”
"We witnessed firsthand the serious threat urban flooding poses throughout metro Detroit in 2021 and again in 2023,” said Capt. Kevin Sweeney deputy state director of Emergency Management and commander of the Michigan State Police, Emergency Management and Homeland Security Division. “I’m encouraged to see the city of Grosse Pointe and other municipalities taking advantage of FEMA’s Hazard Mitigation Grant Program, to build a stronger more resilient infrastructure system for the future."
HMGP provides funding to state, local, tribal and territorial governments to implement long-term hazard mitigation measures following a presidentially declared disaster. For the first phase of the project, FEMA will pay 90% of the $1,267,394 eligible project cost. The remaining 10 % of the funds, $126,739, will be provided by the city of Grosse Pointe. FEMA will also provide an initial $63,370 in sub-recipient management costs to assist Grosse Pointe in managing this grant.
