Civil Rights for Employees and Applicants

FEMA strives to create and maintain an environment that promotes equal employment opportunity (EEO) for all persons, welcomes an inclusive and diverse workforce, and is free of unlawful discrimination and harassment.

As employees and applicants, it is important that you know your rights and that you make your voice heard if you feel you have experienced discrimination or harassment.

Equal Employment Opportunity

Equal Employment Opportunity (EEO) protects FEMA’s current and former employees and job applicants from discrimination or harassment.

Reasonable Accommodation

A reasonable accommodation is a change in the work environment or in work processes that enables a qualified individual with a disability to enjoy equal employment opportunities.

FEMA provides reasonable accommodations to meet the needs of employees and job applicants and address barriers caused by disabilities or functional limitations.

Anti-Discrimination and Anti-Harassment

Harassment is prohibited at FEMA.

No FEAR Act

The Notification and Federal Employee Anti-discrimination and Retaliation Act (No FEAR Act) requires each federal agency — include FEMA — to provide written notification of the rights and protections available to federal employees, former federal employees, and applicants for federal employment under federal anti-discrimination and whistleblower laws.

Anti-Harassment Program

We are committed to providing a work environment free of discrimination and harassment. Consequently, FEMA prohibits harassment even if it does not rise to the level of harassment that violates the law

Reaffirmation Statement

FEMA cannot and will not tolerate discrimination based on the protected bases of race; color; religion; sex, including pregnancy, sex stereotyping, gender identity or gender expression; national origin; sexual orientation; physical or mental disability; age; protected genetic information; status as a parent marital status; political affiliation; or retaliation based on previous Equal Employment Opportunity (EEO) activity. FEMA also will not tolerate any type of harassment — either sexual or nonsexual — of any employee or applicant for employment.
