Anti-Harassment Program

The following information outlines the Federal Emergency Management Agency (FEMA) reporting procedures and approach to addressing harassment in any form and reporting harassment or discrimination in alignment with the Department of Homeland Security (DHS) Anti-Harassment Directive 256-01.

Commitment to a Harassment-Free Workplace

Harassment is prohibited at FEMA and we are committed to providing a work environment free of discrimination and harassment. Consequently, the Agency prohibits harassment even if it does not rise to the level of harassment that violates the law. Although a single harassing utterance or act may not rise to a level that may be actionable under the law, it still has no place at FEMA.

How to File a Harassment Complaint

Individuals who believe they have been subjected to, or have witnessed, harassing conduct involving a FEMA employee or contractor can report the matter using one of the following avenues:

Email: FEMA-Misconduct@fema.dhs.gov

Telephone: 833-TELL-OPR (833-835-5677)

Mail: FEMA Headquarters
400 C Street, SW, 3rd Floor (3SW)
Washington DC, 20472-3155

Additionally, harassment allegations can be reported to DHS Office of the Inspector General (OIG). Please visit http://www.oig.dhs.gov for more information on the OIG reporting process.

Filing an EEO Complaint

Reporting harassment with OPR does not preclude you from filing an Equal Employment Opportunity (EEO) complaint with FEMA’s Office of Equal Rights (OER). Employees and applicants who believe they have been subjected to unlawful discrimination and want to initiate an informal EEO complaint should contact OER within 45 days of the alleged act of discrimination.  Filing an EEO complaint with OER is a separate processes and employees are responsible for electing their preferred venue.

You can contact OER via phone or email or visit http://www.eeoc.gov for more information.
