The Emergency Management Performance Grant (EMPG) provides state, local, tribal and territorial emergency management agencies with the resources required for implementation of the National Preparedness System and works toward the National Preparedness Goal of a secure and resilient nation. The EMPG’s allowable costs support efforts to build and sustain core capabilities across the prevention, protection, mitigation, response and recovery mission areas.

In Fiscal Year (FY) 2025, the U.S. Department of Homeland Security (DHS) is providing $319.5 million to assist state, local, tribal and territorial governments in developing their emergency management capabilities and for all-hazards preparedness activities.

The FY 2025 Emergency Management Performance Grant (EMPG) Program is one of the grant programs that constitute the U.S. Department of Homeland Security (DHS)/Federal Emergency Management Agency’s (FEMA) focus on all-hazards emergency preparedness.
