The Federal Emergency Management Agency (FEMA) encourages applicants and subapplicants to comprehensively evaluate actionable strategies to reduce vulnerabilities for the whole community as part of the state, local, tribal and territorial mitigation planning process. Applicants and subapplicants should identify all hazards, determine the risks and assess the vulnerabilities that threaten their jurisdictions to fully develop comprehensive hazard mitigation strategies.
