In fiscal year (FY) 2022, the Department of Homeland Security is providing $93 million to eligible public transit systems to promote sustainable, risk-based efforts to protect critical transportation infrastructure and the traveling public from acts of terrorism.
Overview
The FY 2022 Transit Security Grant Program (TSGP) is one of four grant programs that constitute the DHS/Federal Emergency Management Agency’s focus on transportation infrastructure security activities. These grant programs are part of a comprehensive set of measures authorized by Congress and implemented by DHS to help strengthen the nation’s critical infrastructure against risks associated with potential terrorist attacks. The TSGP provides funds to public transit agencies to protect critical surface transportation infrastructure and the traveling public from acts of terrorism.
Funding
In FY 2022, the total amount of funds available under this grant program is $93 million for eligible public transit agencies. TSGP is authorized by Section 1406 of the Implementing Recommendations of the 9/11 Commission Act of 2007 (Pub. L. No. 110-53), codified at 6 U.S.C. § 1135, and the Department of Homeland Security Appropriations Act, 2022 (Pub. L. No. 117-103). FY 2022 TSGP funds will be awarded to support the creation of sustainable, risk-based efforts to protect critical surface transportation infrastructure and the traveling public from acts of terrorism, major disasters, and other emergencies. Eligibility
Eligible transit agencies are determined based on daily unlinked passenger trips (ridership) and transit systems that serve historically eligible Urban Area Security Initiative (UASI)-designated urban areas. Certain ferry systems are eligible to participate in the FY 2022 TSGP. Ferry systems that elect to participate under the FY 2022 TSGP are not considered for funding under the FY 2022 Port Security Grant Program (PSGP). Likewise, any ferry system that elects to participate in the FY 2022 PSGP is not considered for funding under the FY 2022 TSGP. Funding Guidelines
TSGP recipients will be selected for funding through a competitive review process as outlined in the FY 2022 TSGP funding notice. Applicants will receive a 20% increase to their scores for addressing one or more of the following National Priority Areas in their Investment Justifications:
Increasing cybersecurity; and
Increasing protection of soft targets and crowded places.
Application Process
Applying for an award under the TSGP is a multi-step process. Applicants are encouraged to register early as the registration process can take four weeks or more to complete. Therefore, registration should be done in sufficient time to ensure it does not impact your ability to meet required submission deadlines. Eligible applicants must submit their initial application at least two weeks before the June 13, 2022 application deadline through the Grants.gov portal at www.grants.gov. Applicants needing Grants.gov support should contact the Grants.gov customer support hotline at (800) 518-4726, 24 hours per day, seven days per week except federal holidays.
Eligible applicants will be notified by FEMA within one to two business days and asked to proceed with submitting their complete application package in the Non-Disaster (ND) Grants System by the application deadline. Completed applications must be submitted no later than 5 p.m. ET on June 13, 2022.
