Specifics: Interested persons are hereby notified that the Federal Emergency Management Agency (FEMA)/Department of Homeland Security (DHS), in cooperation with the United States Army Corps of Engineers (USACE), has prepared a Notice of Intent to Prepare an Environmental Assessment for a Flood Risk Reduction Project in Mandan, North Dakota. In accordance with the National Environmental Policy Act (NEPA) of 1969 and the implementing regulations of FEMA, an Environmental Assessment (EA) is being prepared as the proposed action of improving the Lower Heart River Levee System has the potential to affect cultural resources; threatened and endangered species; floodplains; and wetlands. The United States Army Corps of Engineers (USACE) has agreed to be a Cooperating Agency because the proposed project would require 33 U.S.C. 408 (Section 408), Section 10 of the Rivers and Harbors Act of 1899 (33 U.S.C. 403), and Section 404 of the Clean Water Act (33 U.S.C. 1344) authorizations.
