Public Comment Period: Springs Valley Gymnasium Tornado Safe Room, Orange County, Indiana
The Indiana Department of Homeland Security (IDHS), on behalf of Springs Valley Community School Corporation, has applied for funding under the Federal Emergency Management Agency’s Hazard Mitigation Grant Program (HMGP) to demolish the Springs Valley Gymnasium locker room wing and construct a new multi-purpose tornado safe room and locker room facility.

FEMA’s Hazard Mitigation Grant Program provides funding to state, local, tribal, and territorial governments so they can develop hazard mitigation plans and rebuild in a way that reduces, or mitigates, future disaster losses in their communities. The 4,970-sf locker room wing to be demolished is located on the north side of the gymnasium at 326 S. Larry Bird Boulevard, French Lick. The proposed 15,950 square foot, two-story, multi-purpose tornado safe room and locker room facility will encompass a slightly larger footprint (7,975 square feet on each floor for a total of 15,950 square feet) and will be able to provide a safe room capacity for 1,206 individuals during inclement weather.
Under the National Historic Preservation Act, a public notice is required for some projects which have the potential to affect historic properties. In accordance with Section 106 of the National Historic Preservation Act of 1966 (NHPA), as amended and 36 CFR 800, FEMA in consultation with the Indiana Historic Preservation Office (SHPO) finds this Undertaking will have an Adverse Effect on the Springs Valley Gymnasium facility, which has been determined to meet the National Register Criteria for Evaluation and eligible for listing in the National Register of Historic Places (NRHP).
