EHP Directive & Instruction (FEMA Directive 108-1 & Instruction 108-1-1)

FEMA has issued a directive and instruction with the goals of strengthening and formalizing the Federal Emergency Management Agency’s (FEMA) approach to Environmental Planning and Historic Preservation (EHP) compliance and making the approach consistent with Department of Homeland Security (DHS) policy.

The EHP Directive and Instruction (FEMA Directive 108-1 and Instruction 108-1-1) detail FEMA’s roles, responsibilities, authorities, and procedures to ensure all FEMA’s actions comply with Federal EHP statutes and Executive orders. These documents tier off of and serve as component supplementary instructions for Department of Homeland Security (DHS) Directive 023-01 Rev. 01: Implementation of the National Environmental Policy Act and DHS Instruction Manual 023-01-001-01, Revision 01.

Instruction Manual 023-01-001-01, Revision 01, Implementation of the National Environmental Policy Act (NEPA)

This Instruction Manual serves as the DHS implementing procedures for NEPA (as required by 40 C.F.R. Parts 1505.1 and 1507.3) which supplement the CEQ regulations and therefore must be read in conjunction with them.

Directive Number 023-01: Implementation of the National Environmental Policy Act

The purpose of this Directive is to establish Department of Homeland Security (DHS) policy for implementing the requirements of the National Environmental Policy Act (NEPA) and the Council on Environmental Quality (CEQ) Regulations for Implementing the Procedural Provisions of NEPA. Instruction Manual 023-01001-01 (Instruction Manual) provides the procedures for implementing this Directive. T

EHP Directive: Environmental Planning and Historic Preservation Responsibilities and Program Requirements

The purpose of this environmental planning and historic preservation (EHP) Directive is to establish Federal Emergency Management Agency (FEMA) policies, roles, responsibilities, and procedures for delegations of authority concerning EHP.
