WASHINGTON – The Federal Emergency Management Agency (FEMA) announced today that federal disaster assistance has been made available to the Commonwealth of Puerto Rico to supplement the Commonwealth and local recovery efforts in the areas affected by Hurricane Maria from September 17, 2017, and continuing.

GUAYNABO, Puerto Rico – The recovery of the island after the impact of Hurricane Maria reaches a milestone now that all 78 municipalities have funds earmarked for permanent work. This will allow for the reconstruction of 3,635 municipal projects such as roads and bridges, public buildings, and the rehabilitation of parks and recreational facilities in the communities, among others.

The MAT's areas of focused observations included: building codes, standards and regulations; residential and low-rise buildings; schools, critical facilities, photovoltaic (PV) arrays, and solar water heaters.
The 2017 Atlantic hurricane season was extremely active, producing 17 named storms. Six of these storms became major hurricanes (Category 3, 4, or 5), and three ranked in the National Hurricane Center’s (NHC’s) top five hurricanes with the greatest cumulative damage.
This document provides guidance to FEMA, the Recipient, and Subrecipients for implementing PAAP for permanent work under FEMA-4339-DR-PR. It describes the scope and limitations of the alternative procedures; describes changes to the aspects of the PA Program to which these procedures apply; identifies responsibilities for certain activities; and identifies timelines for key actions and decisions. It does not describe steps for all processes PAAP affects.
