INITIAL PUBLIC NOTICE | Snowflake Boulevard Flood Control | Navajo County, AZ | PDMC-PJ-09-AZ-2018-007
The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) intends to provide federal financial assistance under the Pre-Disaster Grant Program to the Town of Snowflake in Navajo County, AZ, to mitigate flooding at along Snowflake Boulevard between First Street East and Silver Creek. The proposed action would mitigate impacts from flooding. Pursuant to Executive Order 11988 (Floodplain Management) and FEMA’s implementing regulations at Title 44 of the Code of Federal Regulations Part 9, FEMA hereby provides interested parties with a notice of its intent to carry out an action affecting a floodplain.
The purpose of the proposed action is to reduce flood hazards. The proposed action consists of the following:
- A drop inlet basin, which would include an aquifer storage/recharge well expected to be less than 10 feet deep.
- 2,400 linear feet of 6-foot-diameter underground storm drain.
- Three manhole structures for maintenance and access at 800-foot intervals.
- Three storm drain inlet structures to allow local runoff occurring downstream of the inlet basin to enter the pipe system.
- An outlet transition with erosion control and flap gate to prevent backwater impacts into the pipe when Silver Creek rises.
The project area is in the 100-year floodplain as depicted on the FEMA Flood Insurance Rate Map (FIRM) Numbers 04017C4039E, effective date September 26, 2008. The FIRM shows that the project area lies within Zone AE and the floodway, an area that has a 1-percent probability of flooding every year and where predicted floodwater elevations have been established.
