INITIAL PUBLIC NOTICE: Rimrock Floodplain Property Acquisition and Demolition, Yavapai County, Arizona │ PDMC-PJ-09-AZ-2019-012
The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) intends to provide federal financial assistance under the Pre-Disaster Mitigation Grant Program to the Yavapai County Flood Control District in Yavapai County, Arizona, to acquire two parcels in the floodway at 3200 Rimrock Drive and 3385 Rimrock Drive, demolish and remove the structures, and deed-restrict the parcels as open space. The proposed action would reduce flood hazards along Wet Beaver Creek by removing the structures from the floodway. Pursuant to Executive Order 11988 (Floodplain Management) and FEMA’s implementing regulations at Title 44 of the Code of Federal Regulations Part 9, FEMA hereby provides interested parties with a notice of its intent to carry out an action affecting a floodplain.
The purpose of the proposed action is to reduce flood hazards along Wet Beaver Creek. The proposed action consists of acquiring the parcels and removing the structures. Demolition would include removal of the structures, the slab foundations, and surrounding concrete block walls. Following demolition, both sites would be graded and reseeded with native plant species. The parcels would be deed restricted as permanent open space, maintained by Yavapai County Flood Control District.
The project area is in the 100-year floodplain as depicted on the FEMA Flood Insurance Rate Map (FIRM) Number 04025C1820G, effective September 3, 2010. The FIRM shows that the project area lies within Zone AE, an area that has a 1-percent probability of flooding every year and where predicted floodwater elevations have been established, and a Floodway.
