INITIAL PUBLIC NOTICE: Seismic Retrofit of Goleta Valley Community Center, City of Goleta -- HMGP-4308-219-6

The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) intends to provide federal financial assistance under the Hazard Mitigation Grant Program to the City of Goleta to conducting seismic retrofitting of the Goleta Valley Community Center. Pursuant to Executive Order 11988 (Floodplain Management) and FEMA’s implementing regulations at Title 44 of the Code of Federal Regulations Part 9, FEMA hereby provides interested parties with a notice of its intent to carry out an action affecting a floodplain.

The project site is in the floodplain. The project area is depicted on the Flood Insurance Rate Map (FIRM) Number 06083C1362H, effective date September 28, 2018. The FIRM shows that the project area lies within Zone AO, an area that has a 1-percent probability every year of shallow flooding (usually sheet flow on sloping terrain) where average depths are between one and three feet.

The proposed action consists of strengthening the floor diaphragm, roof diaphragm, and dining room cripple walls, supporting the bell tower, repairing and repainting painted surfaces, and installing new asbestos roof cladding. A map of the project area and its location within the floodplain is available for public inspection.
