The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) intends to provide federal financial assistance under the Hazard Mitigation Grant Program to Marin County to elevate 7 homes in the 100-year floodplain at least one foot above the floodplain elevation. Pursuant to Executive Order 11988 (Floodplain Management), Executive Order 11990 (Protection of Wetlands), and FEMA’s implementing regulations at Title 44 of the Code of Federal Regulations Part 9, FEMA hereby provides interested parties with a notice of its final decision and an explanation of the alternatives that were considered.

The existing homes are in the floodplain and susceptible to damage during flood events. The purpose of the proposed action is to elevate those homes above the flood level. The project areas are depicted on the Flood Insurance Rate Map (FIRM) Numbers 06041C0459F, effective date March 16, 2016, and 06041C0458F, effective date March 16, 2016. The FIRMs show that project areas lie within Zone AE, an area that has a 1-percent probability of flooding every year and where predicted floodwater elevations have not been established.

All of the project areas are also in or adjacent to wetlands.

The proposed action consists of elevating 7 homes at their current locations. Maps of the project areas and their locations within the floodplain and wetlands are available for public inspection. All parties interested in receiving a copy of the map should contact the FEMA Region IX Environmental Officer at the address or phone number below.

The alternative to completing the home elevations is taking no action. Under the no action alternative, the homes would remain susceptible to damage during flood events. FEMA has determined that the proposed project is the only feasible alternative available to Marin County; thus, the proposed action must occur in a floodplain and wetlands. The proposed action would not adversely affect the floodplain or wetlands and is necessary to preserve life and property. Mitigation of impacts has not been identified. Marin County is responsible for implementing and monitoring the proposed action and ensuring that it conforms to federal floodplain and wetland standards.
