INITIAL PUBLIC NOTICE: Danville Flood Control Project, Contra Costa County, California │ HMGP 4382-603-14

The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) intends to provide federal financial assistance under the Hazard Mitigation Grant Program (HMGP) to the Town of Danville in Contra Costa County, California, to improve the storm drain infrastructure at three locations. The proposed action would mitigate impacts from sediment and debris during flood events by upgrading existing storm drainage systems. Pursuant to Executive Order 11990 (Wetlands Management) and FEMA’s implementing regulations at Title 44 of the Code of Federal Regulations Part 9, FEMA hereby provides interested parties with a notice of its intent to carry out an action affecting a wetland.

The purpose of the proposed action is to reduce flood hazards at the Westridge Avenue, Starview Drive, and Loch Lomond Way sites. The proposed action consists of the following activities: 1) upgrading existing trash racks; 2) adding drainage inlets; 3) updating overland relief channels; and 4) modifying embankments. The project would reduce debris buildup during flood events and reduce blockage of the storm drain systems that could result in flood hazards.

The U.S. Fish and Wildlife Service National Wetlands Inventory map shows a potential freshwater forested/shrub wetland directly west of the project area at the Westridge site. This designation appears to be associated with the drainage channel shown on the USGS topographic map as an intermittent stream, which is captured in the existing drainage channel. The area mapped as a potential wetland is just upstream of the proposed project and likely would not be impacted by this project.
