FEMA Individual Assistance in Puerto Rico
FEMA has obligated more than $1.4 billion through the Individual Assistance (IA) program for more than 463,000 families and households to help with repair, rebuilding, personal property loss or other non-insured losses including:
- Housing Assistance (HA): $797.6 million
- Other Needs Assistance (ONA): $608 million
- Critical Needs Assistance (CNA): $102.2 million
Transitional Sheltering Assistance (TSA)
Since Oct. 30, FEMA’s TSA program has provided temporary shelter to more than 7,000 families through more than 1,000 participating hotels in Puerto Rico and 48 states. Program expenditures are $100.2 million.
Transportation Assistance (TA)
Bookings total more than $394,000 for tickets, baggage and pets for 252 households.
Direct Assistance to Puerto Rico Government Agencies and Municipalities
FEMA obligated more than $3.2 billion through the Public Assistance (PA) program. The following amounts are specifically obligated for debris removal operations and emergency protective measures:
- Debris removal for 171 obligated project worksheets: $538.7 million
- Emergency protective measures for 402 obligated project worksheets: $2.4 billion
Of the obligated PA funds, the following agency specific amounts for power and water restoration are:
- Puerto Rico Electric Power Authority (PREPA): $1.52 billion for emergency protective measures.
- Puerto Rico Aqueduct and Sewer Authority (PRASA): $99.3 million for emergency protective measures.
FEMA approved and completed Community Disaster Loans to 62 municipalities totaling more than $247 million. The funds will be used to assist these communities with providing necessary services and perform essential municipal functions as they recover from the aftermath of hurricanes Irma and María.
Other FEMA Funding for Puerto Rico
Total direct assistance to federal agencies through FEMA mission assignments: $4.6 billion.
$8.45 million obligated for the 404 Hazard Mitigation Grant Program.
479 National Flood Insurance Program claims were closed, with settlement payments totaling $21.27 million.
The Disaster Unemployment Assistance (DUA) provided (as of Sept. 5):
- Hurricane Irma – more than $384,000 to 319 applicants
- Hurricane Maria – more than $7.58 million to 8,778 applicants
$6.7 million was obligated to the Crisis Counseling-Immediate Service Program (as of Aug. 30).
$12.7 million was obligated to the Crisis Counseling-Regular Service Program (as of Aug. 30).
Other Federal Funding Approved for Puerto Rico
The U.S. Small Business Administration (SBA) has approved the following in low-interest disaster loans for hurricanes Irma and Maria:
- 2,210 businesses for $184.6 million
- 49,768 homeowners and renters for $1.64 billion
The U.S. Department of Housing and Urban Development approved $20 billion in Community Development Block Grants.
In April, the U.S. Department of Education approved nearly $600 million in emergency federal assistance to help Puerto Rico schools recover from Hurricane Maria.
Direct Assistance to Federal Agencies through FEMA Mission Assignments
U.S. Army Corps of Engineers (USACE)
FEMA mission-assigned USACE to assist with emergency power restoration, critical public facilities assistance, the Operational Blue Roof program, debris removal and disposal and stabling the Guajataca Dam.
Mission assignments for power restoration include:
- Assignments on Sept. 22, 2017, and May 19 for emergency power generation; total funding increased to an estimated $706 million. This project is still active.
- Assignments on Sept. 28, 2017, and May 19 for interim repairs to segments of the electrical grid to allow for temporary restoration; total funding increased to an estimated $2 billion. This project is still active.
- Sept. 26, 2017, assignment for non-federal generator refueling, maintenance, servicing and repairs mission; original estimated amount $42 million.
Of those mission assignments, USACE has executed the following contracts to assist with the emergency power restoration effort:
- $240 million contract on Oct. 16, 2017, to Fluor Corp. of Irving, Texas, for repair work to transmission and distribution lines as part of the power restoration mission. Fluor was awarded two separate contracts with authorization to execute work up to $753.7 million. As of Sept. 6, USACE has processed invoices totaling $515.7 million.
- $40 million contract on Oct. 19, 2017, to PowerSecure, Inc., of Wake Forest, N.C., to provide additional support to the repair of distribution and transmission lines. USACE increased the contract by $474 million (now totaling $523.3 million) to provide continued restoration efforts. As of Sept. 6, Weston Solutions of West Chester, Pa., has processed invoices totaling $305.6 million.
- USACE, in coordination with the Omaha District, awarded two mega generator contracts with a combined total of $138.8 million. Invoices totaling $131.5 million were processed on Sept. 6.
- $19 million contract on Nov. 6, 2017, to Aptim Federal Services, LLC, of Alexandria, Va., to install a 25-megawatt generator at the Yabucoa Power Plant. Estimated funding increased to $57 million.
- $35.1 million contract on Oct. 16, 2017, to Weston Solutions to install two 50 megawatt generators at the Palo Seco power plant. Estimated funding increased to $134.3 million.
Other USACE Missions Assignments:
- $5 million assignment on Sept. 17, 2017, for debris clearance, removal and/or disposal. Total estimated funding has increased to $211 million.
- $30 million on Sept. 24, 2017, for Operation Blue Roof. Total estimated funding has increased to $185 million.
- $300,000 on Sept. 27, 2017, for critical public facilities assistance. Total estimated funding has increased to $15.3 million.
- $5 million on Oct. 2, 2017, to stabilize the Guajataca Dam. Estimated funding has increased to $67 million.
- $3.5 million on Nov. 21, 2017, for Recovery Field Office activation. Estimated funding has increased to $14.1 million.
- $40 million for flood control pumps.
Other Federal Agencies
U.S. Customs & Border Protection (CBP)
- $2.5 million on Sept. 27, 2017, for medium and light lift rotary (helicopter) and fixed-wing aircraft assets. Total funding has reached more than $7 million.
Corporation for National & Community Service (CNCS)
- $200,000 to deploy AmeriCorps and other personnel to support response operations on Sept 27, 2017. Total funding has reached more than $4 million.
- $400,000 to deploy personnel such as the Voluntary Agencies Leading and Organizing Repair (VALOR) program on May 30 to support FEMA/Puerto Rico operations.
U.S. Department of Housing and Urban Development (HUD)
- $1.73 million on Nov. 3, 2017, for dispatching HUD representatives to disaster recovery centers in Puerto Rico.
Defense Logistics Agency (DLA)
- $10 million on Sept. 20, 2017, to provide and deliver leased generators. Total funding has reached $202 million.
- $2.4 million on Nov. 13, 2017, to provide storage of subsistence commodities at various designated storage facilities.
U.S. Department of Interior (DOI)
- $100,000 on Oct. 19, 2017, to fund subject matter expert for the Institute of Puerto Rico Culture and General Archive. Funding total has reached $250,000.
- $355,550 on Nov. 1, 2017, for technical assistance support to the Puerto Rico State Historic Preservation Office (PRSHPO).
U.S. Department of Transportation (DOT)
- $3 million on Oct. 20, 2017, for Federal Highway Administration (FWHA) and the Office of Federal Lands Highway (FLH) to support non-federal emergency temporary road repairs. Funding total has reached $59.5 million.
- $50,000 on Jan. 2 to provide technical assistance in conducting structural assessment of the piers at Roosevelt Roads Naval Station. Funding total has reached $1 million.
U.S. Environmental Protection Agency (EPA)
- $10 million on Sept. 28, 2017, to conduct oil and hazardous material cleanup, removal and disposal. Funding total has reached $76.9 million.
- $6 million on Sept. 30, 2017, to deploy EPA personnel to coordinate with USACE on assessments, evaluations, sampling and analysis to ensure the safety and quality of drinking water. Funding total has reached $12.4 million.
- $3 million on Dec. 29, 2017, to repair and/or restore fixed ambient air quality monitoring stations.
U.S. Health & Human Services (HHS)
$1 million on Oct. 3, 2017, to request activation of the Emergency Prescription Assistance Program (EPAP). Funding total has reached $4.1 million.
$10 million on Nov. 13, 2017, for Immediate Disaster Case Management (IDCM). Funding total has reached $30 million.
U.S. Coast Guard (USCG)
$20 million on Sept. 27, 2017, for oil-hazmat cleanup. Funding has reached $35 million.
