This page provides information on the Mitigation eGrants system for Grant Applicant users, including states, territories and Federally-recognized Indian Tribal governments, that wish to apply directly to FEMA, to apply for and manage Pre-Disaster Mitigation (PDM) and Flood Mitigation Assistance (FMA) grant applications.
Note that Federally-recognized tribal governments can apply either as Subapplicants through a state or as Applicants directly to FEMA. Please see the Mitigation eGrants System for Indian Tribal Governments Frequently Asked Questions web page for further information.
eGrants System Access
Applicants who wish to use the Mitigation eGrants system to apply for and manage Pre-Disaster Mitigation (PDM) and Flood Mitigation Assistance (FMA) grant applicartions must register on the FEMA Portal: https://portal.fema.gov and then request access to the Mitigation eGrants system using the appropriate Access ID provided by their FEMA Regional Office. Applicants should contact their FEMA Regional Office to obtain the Access ID. FEMA will review and approve state/territory/tribal Applicant registrations for eGrant system access. Once approved, Applicants will receive an email detailing what privileges have been assigned to them in the eGrants system.

Once their eGrants access is approved by FEMA, Grant Applicant users review and approve registrations for eGrants system access from their local/tribal officials in their state to become Subgrant Applicant users. Applicants should contact their FEMA Regional Office to obtain the appropriate Access IDs to be provided to their local and tribal Subapplicants.

eGrants Application Process
Local/tribal government officials acting as Subgrant Applicant users create planning and project subgrant applications and submit them to the Applicant state. Grant Applicant users review and approve the subgrant applications submitted from their Subapplicants. Grant Applicant users then create Pre-Disaster Mitigation (PDM) and Flood Mitigation Assistance (FMA) grant applications for submittal to FEMA to which they attach and rank approved subgrant applications submitted by Subgrant Applicant users as well as their own subgrant applications (such as management costs). If a Subapplicant cannot use the Mitigation eGrants system to submit their subgrant applications, then the Grant Applicant user must enter the paper application(s) into the eGrants system on the Subapplicant's behalf. Using a blank application ensures that all of the necessary information is provided to the Grant Applicant user by the Subapplicant for input into the eGrants External System. Blank applications that conform to the Mitigation eGrants system format are available for reference from the Print Blank Applications link on the eGrants Homepage after you log into the Mitigation eGrants External system or from the FEMA Library: Mitigation eGrants: Blank Applications.
Grant Applicant User Functions
Approved Grant Applicant users may perform the following actions in the Mitigation eGrants External system:
Review registrations for access to the eGrants system by their local/tribal Subapplicants.
Set up Administrative preferences, such as requiring submittal of a project pre-application by Subgrant Applicant users prior to submitting a project subgrant application and requiring Subgrant Applicant users to include the FEMA assurances and grant forms in their subgrant applications.
Print blank grant and subgrant applications that follow the eGrants format for reference.
Enter paper planning and project subgrant applications, if any, on behalf of their local/tribal Subapplicants using the paper intake function;
Review and approve planning and project subgrant applications, project pre-applications (if required) submitted by Subgrant Applicants, and any paper intake subgrant applications entered on a Subapplicant's behalf;
Request revisions to subgrant applications submitted by Subgrant Applicant users and to any paper intake subgrant applications entered by Grant Applicant users on a Subapplicant's behalf;
Create planning, project, management costs and technical assistance subgrant applications on behalf of the Grant Applicant user's agency;
Submit PDM and FMA grant applications to FEMA;
Manage grant and subgrant application revision requests from FEMA;
Review grant award packages, including the Record of Environmental Considerations for projects; and
Submit Quarterly Reports to FEMA on the progress of awarded grants.
