Jason Arnold is a Deputy Chief Human Capital Officer at the Federal Emergency Management Agency (FEMA) and a career Senior Executive Service member. In this role, he oversees human capital functions, including policy, planning, workforce development, workforce engagement, human capital information systems, and analytics.
Jason started his career as a Coast Guard officer, where he specialized in surface operations and information systems management. During his tenure with the Coast Guard, he served in various headquarters’ roles in the Chief Information Officer, Acquisitions, and Congressional Budget organizations. He also served in operational tours on ships, including commanding a patrol boat based in Texas.
He spent three years in the private sector as a consultant on enterprise resource planning system projects and rejoined the Department of Homeland Security (DHS) as a federal employee in 2006. At DHS, he led the Coast Guard’s Human Resource Capability Development team and the Strategic Planning and Applications division.
In 2017, Jason was deployed with the DHS Surge Capacity Force to support Hurricane Harvey, Irma, and Maria recovery efforts. In 2018, he transferred to FEMA as director of the Systems, Analytics, and Information Division within the Office of Chief Human Capital Officer, where he served until his appointment to the Senior Executive Service in 2021.
Jason holds a Bachelor of Science in management from the Coast Guard Academy and a Master of Science in business administration (information systems) from the University of Maryland.
