The Disaster Recovery Reform Act (DRRA) passed important reforms to federal disaster programs and amended many sections of the Robert T. Stafford Disaster Relief and Emergency Act including Section 203, Pre-Disaster Mitigation. These reforms acknowledge the shared responsibility of disaster response and recovery, aim to reduce the complexity of FEMA, and build the nation's capacity for the next catastrophic event.
FEMA and its partners are working on the development and implementation of DRRA Section 1234: National Public Infrastructure Pre-Disaster Hazard Mitigation Grant Program. This program, which FEMA has named Building Resilient Infrastructure and Communities (BRIC), will be funded through the Disaster Relief Fund as a six percent set aside from estimated disaster grant expenditures. A series of webinars held in June 2019 provided a brief overview of the BRIC program development and facilitated an open conversation with stakeholders through the chat platform. Participants were encouraged to share their thoughts and ideas in real-time during these webinars or had the option to provide comments on a dedicated idea sharing platform known as Ideascale. The webinar began with a 20-minute general update about the BRIC program design and development process. FEMA envisions that this program will incentivize new, innovative large infrastructure projects. In addition, the program will incorporate community lifelines. Lifelines are critical interdependent systems that enable continuous operation of government functions and critical business, and are essential to human health and safety or economic security. During the open forum, FEMA asked participants to share their thoughts about how the agency can best provide technical assistance to state, tribe, territory and local governments for infrastructure mitigation projects that also incorporate community lifelines.

The webinar then focused on three topics: hazard mitigation planning, grant applications and evaluation, and risk-based funding. The webinar aimed to explore how state, territorial, tribal, and local governments can best leverage FEMA funding for hazard mitigation planning to guide investments in activities and projects that will break the cycle of disaster damage, reconstruction, and repeated damage. FEMA encouraged webinar participants to provide input on how to improve or streamline the grant application form and overall submission process for BRIC projects. The webinar also included discussion and feedback about the various options for developing a risk-based methodology for grants.
