Navigating the Road to Recovery

  • More than $2 billion has been approved to help North Carolina survivors and communities affected by Hurricane Florence. Funding approved includes FEMA grants, low-interest disaster loans from the U.S. Small Business Administration and National Flood Insurance Program payments.
  • More than $977.92 million has been approved to reimburse local governments, state agencies and certain private nonprofits across North Carolina with Hurricane Florence-related expenses.

Hurricane Florence Recovery Update

  • Total state and federal resources approved: more than $2 billion
  • More than $133.9 million in FEMA Individuals and Households grants have been approved to 34,698 homeowners and renters.
    • Housing Assistance approved: more than $110.1 million
    • Other Needs Assistance approved: more than $23.7 million
  • The U.S. Small Business Administration disaster loans have been approved for more than $407.8 million.
    • 9,085 loans for homeowners and renters have been approved for more than $337.7 million.
    • 992 loans for businesses have been approved for more than $70.1 million.
  • Hazard Mitigation Grant Program:
    • FEMA has obligated (federal share) more than $38.75 million to the state.

Direct Temporary Housing Assistance

FEMA provided Direct Temporary Housing Assistance to 656 households following Hurricane Florence. The program ended June 13, 2020.

Unmet Needs

FEMA works closely with state, federal, faith-based and voluntary agency partners. Survivors who do not qualify for FEMA disaster assistance may call 2-1-1, the statewide information and referral service for basic unmet needs—such as food or cleaning supplies and help to pay utility bills and child-care expenses.

Disaster Case Management

Individuals who suffered losses not covered by state or local government programs may use Disaster Case Management services. The state has contracted with experienced case managers who will work with faith-based and volunteer organizations to help meet survivors’ unmet needs. Insurance Hotline

If you need help with your insurance claim or settlements, call the North Carolina Department of Insurance at 855-408-1212. For more information, go to www.nchurriclaims.com.

Disaster Fraud Hotline

If you suspect fraud, waste, abuse or mismanagement of disaster relief operations, you can report it by calling the National Center for Disaster Fraud Hotline at 866-720-5721 or email disaster@leo.gov. Calls can be made anonymously and confidentially.

Public Assistance

  • FEMA’s Public Assistance program provides grants for state and local governments and certain private nonprofits to reimburse the cost of debris removal, emergency protective measures and permanent repair work.

Hurricane Florence

  • The following 51 counties are eligible for all categories of Public Assistance: Alamance, Alleghany, Anson, Ashe, Beaufort, Bertie, Bladen, Brunswick, Cabarrus, Carteret, Chatham, Columbus, Craven, Cumberland, Dare, Davidson, Duplin, Granville, Greene, Guilford, Harnett, Hoke, Hyde, Johnston, Jones, Lee, Lenoir, Madison, McDowell, Montgomery, Moore, New Hanover, Onslow, Orange, Pamlico, Pender, Person, Pitt, Polk, Randolph, Richmond, Robeson, Rowan, Sampson, Scotland, Stanly, Tyrrell, Union, Wayne, Wilson and Yancey.

Hazard Mitigation

  • Eight North Carolina communities have joined the National Flood Insurance Program after Hurricane Florence.
