Cynthia Spishak currently serves as the Associate Administrator of the Office of Policy and Program Analysis. In this role, she leads FEMA’s strategic and resource planning, data analytics, policy, audit, and international affairs functions
Prior to this assignment, Ms. Spishak served as the Deputy Assistant Administrator for the Federal Insurance Directorate. In this role, she led flood insurance operations, helping run the National Flood Insurance Program. Ms. Spishak joined the Federal Insurance Directorate in November 2017 as Director of the Insurance Acquisition and Technology Support Division. She was responsible for leading the planning, programming, budgeting, and execution of the Directorate funds, overseeing contracts, standing up a program management office, maintaining legacy information technology (IT) systems, and delivering the major FIMA IT modernization—Pivot.
Ms. Spishak first joined FEMA days after Hurricane Katrina as an IT Supply Chain consultant. In 2007, she went on to work in Recovery, the Office of the Chief Information Officer, the Office of the Chief Component Human Capital Officer, and Mission Support, as well as deploying to support several disasters.
In 2011, she became the Deputy Director of Management at the Department of Labor’s Office of Federal Contract Compliance Programs. She returned to FEMA in 2014 as the Senior Advisor and Executive Officer of the Office of Policy and Program Analysis.
Bachelor of Business Administration with an IT and Operations focus from the College of William & Mary in Williamsburg, VA.
