Infrastructure Systems Recovery Support Function

Coordinating Agency: U.S. Department of Defense, U.S. Army Corps of Engineers

Mission

Provide support to state, local, Tribal Nation, and territorial governments (SLTTs) undertaking the rehabilitation and reconstruction of affected infrastructure systems through coordinated delivery of federal resources, while supporting long-term infrastructure resilience that highlights the use of new, accessible, and permanent infrastructure system options.

Before a Disaster

Building Capacity

  • Address repetitive flooding problems through floodplain management studies that develop hydraulic models, flood inundation maps, and potential flooding solutions to help affected communities.

    Example: Managing U.S. Army Corps of Engineers (USACE) programs to reduce flood risk including Continuing Authorities Program (CAP) Section 205 Flood Risk Reduction Projects, Planning Assistance to States (PAS) studies, Floodplain Management Services (FPMS) projects, and Silver Jackets projects.

Partnership Development

  • Conduct Resilience Improvement Plan webinars that highlight benefits and necessary steps for highway and roadway resilience improvements.

Planning and Preparedness

  • Plan federal support for disaster recovery, ranging from catastrophic incidents to regional disaster recovery challenges.

Technical Assistance, Tools, and Training

  • Provide SLTTs with hazard mitigation technical assistance.

    Example: Assisting through PAS, Silver Jackets, and FPMS projects.
  • Deliver evacuation modeling technical assistance that addresses specific disaster types.

    Example: Conducting hurricane evacuation studies for coastal states, and modelling evacuations in collaboration with the Institute for Water Resources.

After a Disaster

Planning and Preparedness

  • Promote resiliency strategies that consider and respect community concerns.

    Example: Providing technical assistance through programs like Silver Jackets, FPMS, PAS, and USACE Centers of Expertise to ensure resilience measures align with community values and traditions.

Technical Assistance, Tools, and Training

  • Provide technical assistance to develop recovery strategies, such as a Wildfire Watershed Recovery Strategy.

    Example: Providing CAP Section 205 Flood Risk Reduction Projects, CAP Section 206 Aquatic Resource Restoration, PAS studies, FPMS projects, Silver Jackets projects, and watershed studies under Section 729 of the Water Resources Development Act of 1986.
  • Assist SLTTs with conducting detailed analysis, developing response strategies, and identifying resource needs.
