Hazard Mitigation Assistance Grants

Hazard mitigation is any sustainable action that reduces or eliminates long-term risk to people and property from future disasters. Mitigation planning breaks the cycle of disaster damage, reconstruction and repeated damage. Hazard mitigation includes long-term solutions that reduce the impact of disasters in the future.

FEMA's hazard mitigation assistance provides funding for eligible mitigation measures that reduce disaster losses. It also:

  • Reduces vulnerability of communities to disasters and their effects.
  • Promotes individual and community safety and their ability to adapt to changing conditions and withstand and rapidly recover from disruption due to emergencies (resilience).
  • Promotes community vitality after a disaster.
  • Lessens response and recovery resource requirements after a disaster.
  • Results in safer communities that are less reliant on external financial assistance.

Assists in implementing long-term hazard mitigation planning and projects following a Presidential major disaster declaration.

Assistance available to help communities implement hazard mitigation measures after wildfire disasters.

Provides funds for planning and projects to reduce or eliminate risk of flood damage to buildings that are insured annually under the National Flood Insurance Program.

Support for states, local communities, tribes and territories as they undertake hazard mitigation projects, reducing the risks they face from disasters and natural hazards.

Provides funds annually for hazard mitigation planning and projects.

The purpose of these Hazard Mitigation Assistance (HMA) Grant Closeout Field Guides is to provide all FEMA staff, recipients, and subrecipients with a consistent process for the closeout of HMA mitigation activities. The field guides have been designed as a reference tool to explain the roles and processes needed to implement grant closeout activities for non-disaster and post-disaster HMA grants funded after the publication of the 2015 Hazard Mitigation Assistance Guidance.

FEMA's Hazard Mitigation Assistance (HMA) Division is pleased to present the HMA Strategic Framework FY22-23. This multi-year strategy is informed by the 2018-2022 FEMA Strategic Plan and FIMA’s Mitigation Directorate FY 2021-2023 Strategy. It emphasizes increasing mitigation investments and reducing complexity while promoting equity and reducing risk from cascading, frequent, and changing conditions. Completed in June 2021, this strategy covers all HMA programs and 406 hazard mitigation under the Public Assistance program.

The Hazard Mitigation Partners Workshop is the annual gathering of hazard mitigation stakeholders with the purpose of informing and updating them about mitigation grants and floodplain management, strengthening those relationships, and providing knowledge transfer between FEMA and invited attendees.
