Offices & Leadership

The Office of the Administrator contains program offices that directly support the Administrator and Deputy Administrator in the performance of their duties, as well as several program offices that provide agency-wide coordination, guidance, and oversight on key topics.

The Office of Disability Integration and Coordination helps FEMA deliver the agency’s shared mission of helping people before, during and after disasters in ways that maximize the inclusion of, and accessibility for, people with disabilities.

The Office of Civil Rights serves the agency and the nation by supporting a discrimination-free work place and equal access to FEMA programs and services, for all disaster survivors.

The Office of External Affairs engages, informs and educates our partners and the public to achieve the FEMA mission of helping people before, during and after disasters.

The Office of the Chief Financial Officer's mission is to build an empowered, experienced and engaged workforce, promote organizational alignment and collaboration, and mature and optimize business processes.

The Office of the National Capital Region Coordination conducts preparedness, planning, and operational activities and provides leadership and coordination within the National Capital Region to synchronize and integrate the whole community in executing homeland security and emergency management activities.

The Office of National Continuity Programs guide the planning, implementation and assessment of continuity programs that enable federal, state, local, tribal and territorial governments to continue performance of essential functions and deliver critical services across a broad spectrum of emergencies when normal operations are disrupted.

The Office of Policy and Program Analysis serves the department and agency with broad expertise and an objective, enterprise-wide view, providing exceptional consultation and customer service to help FEMA effectively evaluate, decide, govern, and execute its strategic goals.

The Office of Professional Responsibility ensures expeditious, fair, and objective follow up and resolution of all allegations of employee misconduct and assists FEMA in building a culture that reflects our core values of compassion, fairness, integrity and respect for our employees and those we serve.

The Office of Chief Counsel is responsible for ensuring that the agency carries out its statutory responsibilities, advising on policies and regulations, and representing the agency in litigation.

Mission Support delivers quality, mission-focused business excellence across five lines of business, which include human resources; information technology; facilities and administrative services; security; and procurement.

The Office of the Chief Administrative Officer manages FEMA facilities; occupational safety, health, and environmental programs; information management; accountable property; and other support services to enable FEMA’s mission success.

The Office of the Chief Human Capital Officer provides oversight, direction, and operational support for an integrated program of recruitment, hiring, training, leadership development, performance management, employee benefits and work-life programs for the FEMA workforce.

The Office of the Chief Information Officer provides enterprise IT services vital to carrying out FEMA’s mission for both disaster survivors and our employees. This includes providing secure IT capabilities so that FEMA IT is “always ready” to support our stakeholders and workforce.

The Office of the Chief Procurement Officer's mission is to deliver the best business solutions by providing a full range of acquisition services to FEMA programs, partners and the survivor community considerate of the laws, rules and regulations that govern the federal acquisition process in a manner that is directly focused on the mission of FEMA.

The Office of Chief Security Officer provides comprehensive and values-based security services, programs and activities designed to protect FEMA personnel, facilities, information and equipment, and to mitigate the risk of loss to the government due to fraudulent activities.

FEMA consists of ten regions in the continental United States and territories.

Region 1 includes Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island, Vermont and 10 Tribal Nations.

Region 2 includes New Jersey, New York, Puerto Rico, the Virgin Islands and eight Tribal Nations.

Region 3 includes Delaware, Maryland, Pennsylvania, Virginia, District of Columbia, West Virginia and seven Tribal Nations.

Region 4 includes Alabama, Florida, Georgia, Kentucky, Mississippi, North Carolina, South Carolina, Tennessee and six Tribal Nations.

Region 5 includes Illinois, Indiana, Michigan, Minnesota, Ohio, Wisconsin and 34 Tribal Nations.

Region 6 includes Arkansas, Louisiana, New Mexico, Oklahoma, Texas and 68 Tribal Nations.

Region 7 includes Iowa, Kansas, Missouri, Nebraska and 9 Tribal Nations.

Region 8 includes Colorado, Montana, North Dakota, South Dakota, Utah, Wyoming and 29 Tribal Nations.

Region 9 includes Arizona, California, Hawaii, Nevada, Guam, American Samoa, Commonwealth of Northern Mariana Islands, Republic of Marshall Islands, Federated States of Micronesia and 150 Tribal Nations.

Region 10 includes Alaska, Idaho, Oregon, Washington and 271 Tribal Nations.

FEMA Resilience prepares communities, reduces suffering, and speeds recovery.

The National Preparedness Directorate connects individuals, organizations, and communities with research and tools to build and sustain capabilities to prepare for any disaster or emergency.

The Office of Response and Recovery provides guidance leadership and oversight to build, sustain and improve the coordination and delivery of support to citizens and state, local, tribal and territorial governments to save lives, reduce suffering, protect property and recover from all hazards.

Logistics Management's mission is to deliver the right resources, at the right place, at the right time, to support state, local, tribal and territorial governments.

The Recovery office provides assistance to individuals and communities overwhelmed by all hazards, including acts of terrorism, natural disasters or other emergencies.

The Response office provides the core, coordinated federal operational response capability needed to save and sustain lives, minimize suffering and protect property in a timely and effective manner in communities that become overwhelmed by natural disasters, acts of terrorism or other emergencies.

The U.S. Fire Administration supports and strengthens fire and emergency medical services and stakeholders to prepare for, prevent, mitigate and respond to all hazards.
