Mitigation Assistance: Building Resilient Infrastructure and Communities FEMA Policy FP-104-008-05

The Building Resilient Infrastructure and Communities (BRIC) policy establishes the framework and requirements for the program while allowing flexibility to promote continuous program improvement through priorities and criteria set forth in the annual Notice of Funding Opportunity (NOFO). The BRIC program is designed to promote a national culture of preparedness and public safety through encouraging investments to protect the nation’s communities and infrastructure and through strengthening national mitigation capabilities to foster resilience.

FY21 Technical Criteria for BRIC

FEMA uses technical evaluation criteria to score subapplications submitted to the national competition portion of BRIC. This program support material provides detailed information about the eight technical evaluation criteria, explains how to meet the criteria, and how to document it within a subapplication.

FY21 Tribal Information for BRIC

This program support material provides an overview of the BRIC program with respect to federally recognized tribal governments. The document explains the differences between applying as an applicant and subapplicant, explains the BRIC Tribal Set-Aside funding process, and provides general tips for developing an effective BRIC application. FY21 Phased Projects for BRIC

Phased projects are complex projects for which FEMA provides funding in phases to subapplicants to prepare the technical and/or environmental information, including design, engineering studies, final benefit-cost analysis (BCA), and permitting, before issuing a full construction approval. Phasing is intended for projects that are in development, but for which funding is lacking to complete certain technical pieces. This program support material provides detailed information about phased projects eligible for funding under BRIC, including an overview of the phased projects process, an explanation of how they differ from project scoping activities, and a description of when and how to use the phased project approach.
