Ms. Alonna D. Barnhart is currently assigned as Director, Office of Grants Technology, Grant Programs Directorate, Federal Emergency Management Agency, Washington, D.C.  She leads a multi-year effort to modernize and transform FEMA’s grants management technologies through the new FEMA Grants Outcomes (FEMA GO) system and in partnership with Agency grants policy and risk modernization. FEMA GO is being developed to simplify and coordinate business management approaches across all the FEMA’s grants programs by establishing a common grants life cycle and platform for its users.

Ms. Barnhart entered civil service in 1996, as the Detachment Commander of an Air Force tactical communications unit.  She has served in a variety of capacities during her career, including assignments in both tactical and fixed communications, information operations, intelligence systems, information security and red-teaming, personnel and industrial security, and policy and process improvement in the acquisition of information technologies for the warfighter.  In 2014, she retired from the Air Force Reserve Cyber Operations Reserve as a Colonel after 28 years of service.  Ms. Barnhart is married to Barton Barnhart, a Senior Executive Service member at Department of Energy and a retired Air Force Civil Engineer.  They have three boys, Christopher, Nicholas and Andrew and six grandchildren.
