Office of Law Enforcement and Integration

Our Mission

Integrate the law enforcement, private sector security and emergency management communities by enhancing communication and coordination between FEMA, private security and state, local, tribal and territorial law enforcement organizations.

What We Do

Our office enhances communication and coordination between FEMA and the law community to analyze requirements, gauge needs, and recommend how we can best serve operational components in law enforcement through partnership, intelligence, information-sharing, analysis and decision-making support.

Other Office Functions

  • Serves as the Administrator’s senior staff liaison to the private sector security community, as well as the law enforcement advisor to FEMA in response to issues that engage National Guard and/or Department of Defense resources.
  • Provides expert advice/counsel to DHS/FEMA grants and training issues relating to the law enforcement community.
  • Provides expert advice and counsel to DHS/FEMA training personnel who conduct senior officials’ exercises by assuring law enforcement input during the design, development, conduct, and assessment of exercises.
  • Ensures timely exchange of homeland security information between FEMA and their shared constituencies; rapid issuance of After-Action Reports following major incidents involving FEMA that will inform the planning and operations of state and local law enforcement agencies.
  • Assists in the design, development, implementation and assessment of short and long-term initiatives that support priorities of FEMA and state and local law enforcement agencies.
  • Supports the Department of Homeland Security Blue Campaign and FEMA initiatives raising public awareness.

Our office is building resiliency in law enforcement by partnering with internal and external stakeholders to provide non-tactical trainings, policies, and exercises. We will provide links and informational data on various resources like the ones here to integrate law enforcement into emergency management and disaster preparedness.

Animal Management

  • U.S. Department of Agriculture: Animal Care Emergency Programs: Animal safety and well-being during disasters is key to the safety and well-being of people. During Hurricane Katrina, some pet owners remained in harm’s way because there were no good options to evacuate with their pets. Soon after, Congress passed the Pets Evacuation and Transportation Standards (PETS) Act, and Federal Emergency Management Agency (FEMA) took on this human lifesaving mission. Animal Care provides technical expertise to FEMA in this effort.
