Instructions for All Potential Transportation Service Providers

All potential Transportation Service Providers (TSPs) must follow this application process EVERY PROGRAM YEAR.

Program years begin every May 1 and end April 30.

Onboarding for the 2023 FEMA Tender of Service Program Year is now CLOSED and we are not accepting registration requests from Transportation Service Providers.

All required documentation had to be submitted by January 31, 2023 to be considered for the 2023 program year.

FEMA Standard Tender of Service (FEMA STOS)

Federal Emergency Management Agency Standard Tender of Service (FEMA STOS) provides the baseline rules for performing general freight services for federal agencies. This STOS provides the terms and conditions for transportation and related services for Freight of All Kinds (FAK) for shipments moved by truck, rail, air, water, or a combination of these modes. It applies to all rate tenders filed with FEMA. As a Transportation Service Provider (TSP) qualified to participate in providing freight transportation services, it is important to understand and carefully follow the contents of this document.

FEMA Uniform Rules Tariff (FEMA URT)

The purpose of the FEMA Uniform Rules Tariff (FEMA URT) is to articulate the business rules and accessorial charges applicable to Transportation Service Providers (TSPs) submitting rates in response to the FEMA Standard Tender of Service (STOS), the General Request for Offers (RFO), and One Time Only (OTO) Requests for Offers for transportation and logistics services. The rules and accessorial charges contained in this publication will govern the freight services of the TSP's tender, and will apply from, to, or between those points which are specified in the individual tender.

  • Nov. 1 – Nov. 15: Early Bird onboarding for existing carriers
  • Nov. 15: Virtual Industry Day / Open onboarding begins
  • Nov. 29: Open Q&A Session
  • Dec. 14: Open Q&A Session

2023

  • Jan. 6: Last day for TSP Registration Forms and new LSCMS Control Access Forms
  • Jan. 31: STOS onboarding ends
  • March 1 & 2: Transportation Procurement training on how to submit rates
  • March 15 – March 29: Open Bid Cycle / Annual Rate Submission
  • April 30:  2022 STOS Program Year officially ends; TSPs that did not re-onboard are deactivated
  • May 1, 2023: New STOS Program Year begins
