Mission
Provide housing development expertise while engaging in and facilitating collaboration among federal, state, local, and territorial partners involved in housing recovery. Support communities in developing a comprehensive recovery plan and implementation process. Assist in assessing impacts, determining key issues, analyzing damage data, and identifying resources, tools, and technical assistance to support the communities’ rebuilding
Before a Disaster
Planning and Preparedness
- Support local planning, preparedness, education, training, and outreach efforts to enhance capabilities for long-term recovery.
Example: Establishing the Pre-Disaster Housing Initiative and identifying federal, state, and local resources.
Technical Assistance, Tools, and Training
- Provide training, tools, and resources on housing development and rebuilding (including resiliency and mitigation efforts) programs available to state, local, Tribal Nation, and territorial government (SLTT) partners, as well as guidance on how to access these resources.
Example: Offer training sessions such as HUD Programs 101 and An Overview of Community Development Block Grant - Disaster Recovery. Also provide technical assistance to existing CDBG grantees on how to utilize existing CDBG funds to fill funding gaps.
After a Disaster
Building Capacity
- Assist communities in identifying and coordinating resources that promote rebuilding efforts focused on resilience and affordable housing, including housing for individuals with access and functional needs (AFN).
- Assist communities in identifying and coordinating resources that support resilient rebuilding efforts and meet the needs of the whole community.
Example: Delivering information and resources efficiently to affected communities through the HUD CDBG-DR website and Disaster Recovery Resource events.
Partnership Development
- Lead and facilitate problem-solving among federal agencies and community partners to identify permanent housing solutions that address an impacted community’s housing challenges.
Example: Convening other Recovery Support Functions to engage local community partners in discussions about rebuilding considerations with a focus on the community economic, health, and educational needs.
Planning and Preparedness
- Develop a data-driven Housing Impact Assessment to identify the post-disaster effects on housing for renters, homeowners, and other community assets. This assessment provides critical insights to inform potential recovery considerations and support SLTT recovery plans.
- Develop a data-driven Housing Impact Assessment that identifies the impacts of a disaster on renters, homeowners and any potential populations that may face additional rehousing barriers within the community. This assessment provides critical insights and information to aid SLTTs in their recovery planning.
Example: Collaborating with colleges and universities on student housing and damage data and providing comparisons between pre-disaster housing market data and impacts based on Federal Emergency Management Agency-verified losses.
Technical Assistance, Tools, and Training
- Provide training on housing programs available to SLTT partners and how to access the resources.
Example: Providing resources for navigating funding sources, how to use Public Housing Agency funding effectively, how to access grant funding, and resources for understanding and accessing CDBG-DR funds, and the Rapid Unsheltered Survivor Housing Program.
