Preparedness grants support our citizens and first responders to ensure we work together as a nation to build, sustain and improve our capability to prepare for, protect against, respond to, recover from and mitigate terrorism and other high-consequence disasters and emergencies.

The Emergency Operations Center (EOC) Grant Program is intended to improve emergency management and preparedness capabilities by supporting flexible, sustainable, secure, strategically located, and fully interoperable EOCs with a focus on addressing identified deficiencies and needs.
The Homeland Security Grant Program (HSGP) includes a suite of risk-based grants to assist state, local, tribal and territorial efforts in preventing, protecting against, mitigating, responding to and recovering from acts of terrorism and other threats. This program is comprised of the State Homeland Security Program (SHSP), Urban Area Security Initiative (UASI) and Operation Stonegarden (OPSG)
The Intercity Bus Security Grant Program (IBSG) helps protect surface transportation infrastructure and the traveling public from acts of terrorism and increase the resilience of transit infrastructure.

About Preparedness Grants

Awarding Information

Since 2002, DHS has awarded more than $58 billion to grant recipients to prevent, protect against and respond to terrorist threats and other hazards to the nation.

On February 27, 2023, DHS released the Fiscal Year 2023 Notices of Funding Opportunity for eight preparedness grant programs totaling over $2 billion, an increase of $360 million over FY 2022.

Award Allocations from these NOFOs are included in Information Bulletin No. 484.
