In Fiscal Year (FY) 2024, the U.S. Department of Homeland Security (DHS) is providing $13.5 million to enhance the ability of Tribal Nations to prevent, prepare for, protect against, and respond to potential terrorist attacks and other hazards.
Overview
The FY 2024 Tribal Homeland Security Grant Program (THSGP) is one of three grant programs that constitute the DHS/Federal Emergency Management Agency’s (FEMA) focus on enhancing the ability of state, local, tribal, and territorial governments, as well as nonprofit organizations, to prevent, prepare for, protect against, and respond to terrorist attacks. These grant programs are part of a comprehensive set of measures authorized by Congress and implemented by DHS to help strengthen the nation’s communities against potential terrorist attacks.
Funding
In FY 2024, the total amount of funds available through the competitive THSGP is $13.5 million. Funds will be allocated based on tribal eligibility per section 2001 of the Homeland Security Act of 2002, codified as amended (6 U.S.C. § 601), and the effectiveness of the applicant’s THSGP Investment Justification (IJ), as determined through a federal review process. Eligible activities are outlined in the FY 2024 THSGP Notice of Funding Opportunity (NOFO) and FY 2024 Preparedness Grants Manual.
Eligibility
Eligible applicants are directly eligible tribes. Directly eligible tribes are federally recognized tribes that meet the criteria set forth in Section 2001 of the Homeland Security Act of 2002, as amended (6 U.S.C. § 601). Detailed eligibility information is provided in Section C of the FY 2024 THSGP NOFO.
Funding Guidelines
THSGP recipients will be selected for funding through a competitive review process as outlined in the FY 2024 THSGP NOFO. Applicants will receive a 20% increase to their scores for addressing one or more of the following six national priorities in their IJ:
- Enhancing cybersecurity;
- Enhancing the protection of soft targets/crowded places;
- Combating domestic violent extremism;
- Enhancing information and intelligence sharing and analysis;
- Enhancing community preparedness and resilience; and
- Enhancing election security.
Application Process
Applying for an award under the THSGP is a multi-step process. Applicants are encouraged to register early in the System for Award Management (SAM.gov) and the FEMA Grants Outcomes (FEMA GO) system, as the registration process can take four weeks or more to complete. Registration should be done in sufficient time to ensure it does not impact your ability to meet required submission deadlines. All application materials will be posted on Grants.gov. Eligible applicants should submit their application through FEMA GO. For FEMA GO support, applicants System should contact FEMAGO@fema.dhs.gov or (877) 585-3242, Monday-Friday from 9 a.m. - 6 p.m. Eastern Time (ET).
Completed applications must be submitted in the FEMA GO system no later than 5 p.m. ET on June 24, 2024.
