Homeland Security National Training Program, Continuing Training Grants

FEMA’s Continuing Training Grants program awards help develop and deliver training to address urgent and emerging preparedness gaps for the nation. 

Through the Continuing Training Grants (CTG) program, FEMA provides funding for eligible applicants to support and target training solutions to facilitate an integrated, whole community, risk-informed, capabilities-based approach to preparedness.

CTG Programs

CTG – Competitive Program

This program provides funding through cooperative agreements using a competitive process to develop and deliver FEMA-certified training that addresses specific gaps. Award recipients work alongside FEMA program managers to develop training courses that are delivered to communities across the nation.

CTG – National Cybersecurity Preparedness Consortium (NCPC)

This program provides funding through cooperative agreements to the National Cybersecurity Preparedness Consortium to develop and deliver FEMA-certified training solutions to address national preparedness gaps in cybersecurity. The NCPC works alongside FEMA program managers to develop training courses that are delivered to communities across the nation.

CTG – Alliance for System Safety of Unmanned Aircraft Systems through Research Excellence (ASSURE)

This program provides funding through cooperative agreements to the Alliance for System Safety of Unmanned Aircraft Systems (UAS) through Research Excellence to develop and deliver FEMA-certified training solutions to help the emergency management and first responder communities incorporate and effectively leverage UAS technology before, during, and after disasters. ASSURE works alongside FEMA program managers to develop training courses that are delivered to communities across the nation.

Total funding available for fiscal year 2023:  $16 million

  • CTG – National Cybersecurity Preparedness Consortium (NCPC): $8 million
  • CTG - Alliance for System Safety of Unmanned Aircraft Systems through Research Excellence: $2 million

FY 2022

Total funding available for fiscal year 2022: $14 million

  • CTG – Competitive Program: $6 million
  • CTG – National Cybersecurity Preparedness Consortium (NCPC): $4 million
  • CTG - Alliance for System Safety of Unmanned Aircraft Systems through Research Excellence: $2 million
