Public Assistance: Policy and Guidance

Public Assistance policy and guidance materials allow the whole community to obtain a greater working knowledge of the Agency’s processes and enhance the Nation’s level of resilience and preparedness.

01/01/2016 UPDATE: The Public Assistance (PA) Division published the PA Program and Policy Guide (PAPPG) which is effective for all emergencies and major disasters declared on or after January 01, 2016. The majority of PA publications and individual policy documents (the 9500 series) have been superseded by the PAPPG. Information contained in superseded publications and policies may be applicable to disasters declared prior to January 01, 2016. These documents are located on the PA Archived Publications page  and the PA Archived Policy page. PA Standard Operating Procedures (SOPs) documents (9570 series) and a few fact sheets (9580 series) have not been superseded by the PAPPG and are located on the 9500 Series page.     • The PAPPG is a comprehensive, consolidated program and policy document for Public Assistance program grants. The PAPPG will supersede all previous policies and publications for disasters declared on or after January 1, 2016.
