On behalf of and in support of the Administrator; OPPA fosters strategic coherence; ensures availability of critical resources; leads Agency policy, strategy, and innovation; provides objective analysis; drives strategy, budget, performance integration and accountability.


  • The Policy Division integrates and oversees development of coordinated policy across the agency and provides oversight of FEMA's Government Accountability Office (GAO) and Office of Inspector General (OIG) requirements.
  • The Program Analysis and Evaluation Division gives the agency an independent analysis capability that fosters a results-oriented, return-on-investment culture.
  • The Strategic Planning and Analysis Division facilitates integrated strategic thinking and planning to ensure a common direction and coordinated outcomes.
  • The Defense Production Act (DPA) Program Division provides guidance and support actions to develop DPA policy and other guidance for Federal agencies and a system for DHS use of priority contracting authorized by the DPA.
  • The International Affairs Division engages and partners with the international emergency management community to enhance Agency learning and continuous improvement.
