The National Environmental Policy Act (NEPA) directs agency decision-makers to evaluate the potential impacts of major federal actions on the environment.

NEPA is one of the environmental planning and historic preservation laws FEMA must comply with. Because different actions may not have similar, significant effects on the environment, there are differing levels of review under NEPA.
