Deputy Chief Financial Officer

Mr. Benjamin Moncarz currently serves as Federal Emergency Management Agency’s Deputy Chief Financial Officer (CFO). As Deputy CFO, Mr. Moncarz serves as an advisor to FEMA leadership and CFO, providing advice and counsel to the Chief Financial Officer and senior FEMA leadership for budgetary and fiscal matters including financial management, accounting policy and systems, management control systems, budget formulation and execution, financial audit, and general management improvement programs. Mr. Moncarz represents FEMA to the Department of Homeland Security, Office of Management and Budget, and Congressional offices and Committees on related matters, in addition to co-leading an organization of 500 professional and technical staff. Mr. Moncarz served as the Agency’s Acting Chief Financial Officer in 2020 and early 2021, leading as CFO during the COVID-19 pandemic.  

Mr. Moncarz joined FEMA as the Assistant Administrator for Budget in 2015. In his role as Assistant Administrator for Budget, he provided leadership and oversight for the agency’s budget formulation, execution, analysis, and reporting. Mr. Moncarz helped lead the successful rollout and delivery of FEMA’s FY 2017 – 2019 President’s Budgets and has been a tireless champion for FEMA and its workforce, ensuring the Agency served disaster survivors in their time of need. In addition, Mr. Moncarz served as Chief of the Resource Support Section in the National Response Coordination Center during response to major disasters. In 2017, Mr. Moncarz provided executive-level leadership in support of Hurricanes Harvey, Irma and Maria. Prior to joining FEMA, Mr. Moncarz held a number of leadership positions with the DHS Office of Intelligence and Analysis, including Acting Chief Financial Officer and Budget Director. 

Mr. Moncarz was appointed to the Senior Executive Service in 2015. He holds a Bachelor of the Arts in Economics from Duke University and a Master’s Certificate in Project Management from George Washington University. He, his wife Katie, son Asher, and daughter Arlo currently live in Arlington, Virginia.
